The Project will be implemented through the  collaboration among three regions and their local Authorities, industrial associations and the system of enterprises.

The Bulgarian NE Region, that includes the Districts of Varna, Dobrich, Razgrad, Silistra, Targovishte and Shumen and is centred in Varna, and the Region of Constanta (Romania) have been identified as suitable for Project implementation, owing to the presence of a series of favourable factors, such as:

• a socio-economic context in strong development, characterized by a trend of constant economical growth, with increasing internal consumptions and requirements under the profile of technological innovation; 
• a particularly favourable logistic position for the development of commercial contacts with other European Countries, both for the strategic location of the areas and for the presence of important infrastructural networks (large commercial ports, articulated railway and road networks, international airports); the Bulgarian territory is crossed by five of the ten Pan-European Transport Corridors (n. 4, 7, 8, 9 and 10), Romania by Corridors 4 and 5, making these two Countries important hubs for the connection between the different Regions of the continent and for their natural projection towards Asia and the Middle East.
• a system of consolidated commercial relationships with foreign Countries, particularly with Italy (1^st importer and 2d exporter and one of the main investors for both Bulgaria and Romania).
• a relatively easy access to European funds of financing; the opportunities offered by the EU to both Bulgaria and Romania, foresee a conspicuous amount of annual financings after the access of the two Countries to the Union. Other programs support initiatives of transfer of know-how among enterprises, the constitution of joint-ventures and technical assistance initiatives.
• notable affinities with the Liguria both concerning the population and the geo-economic exposure to the sea.
